What is Nawaz Sharif Schools of Eminence (NSSE)?

The Nawaz Sharif Schools of Eminence is a landmark initiative by Chief Minister Maryam Nawaz Sharif under which existing government school buildings are handed over to private partners who commit to running them as high-standard, international-quality educational institutions.

The core idea is simple: the government provides the infrastructure, and qualified private partners provide the management, teaching staff, technology, and quality education. In return, partners receive financial support, and students receive free, world-class education.

Phase 2 builds on the success of Phase 1 and extends the program to more districts and tehsils across Punjab, with a special focus on remote and underserved communities.

Who Can Apply? – Eligible Applicants

The NSSE Phase 2 program is open to five categories of applicants:

1. Individual / Educationist

For experienced educators who want to manage a school in their personal capacity.

Requirements:

  • Minimum 16 years of education from an HEC-recognized institution
  • Minimum 7 years of post-qualification experience
  • Maximum age: 65 years
  • Government employees are not eligible
  • Previous PSRP Phase-I & II licensees are not eligible
  • Valid Police Character Certificate mandatory

2. Young Entrepreneur Group

For a group of 3 innovative young professionals who want to enter the education sector.

Requirements:

  • Group of exactly 3 persons (friends or family)
  • Maximum age: 40 years for each member
  • All members must have minimum 16 years education
  • Lead applicant must have minimum 3 years post-qualification experience
  • At least one female member must be in the group
  • At least one member must hold a degree in IT/Engineering or equivalent
  • Government employees are not eligible
  • Police Character Certificates mandatory for all members

3. Ed-Tech Firm

For technology companies specializing in digital education and smart learning solutions.

Requirements:

  • Registered with Punjab/Federal Government or SECP
  • Minimum 3 years of experience in the Ed-Tech sector
  • Must have previously worked with at least 5 educational institutions
  • Must apply for a minimum cluster of 10 schools in a district
  • Audited financial reports of the last 2 years required
  • Detailed presentation required after scrutiny
  • Board/CEO approval mandatory
  • Affidavit against blacklisting required

4. Education Chain

For established private school networks looking to expand through government partnership.

Requirements:

  • Registered educational organization
  • Minimum 5 years of operational experience
  • Must currently operate at least 10 schools or colleges
  • Must apply for a minimum cluster of 10 schools
  • Audited financial reports of the last 3 years required
  • Board approval and blacklisting affidavit mandatory

5. NGO / CSO (Non-Governmental / Civil Society Organization)

For non-profit organizations with a proven track record in social development and education.

Requirements:

  • Registered NGO or CSO (non-commercial)
  • Minimum 5 years experience in education or the social sector
  • Must apply for minimum 10 schools
  • Audited reports of last 3 years required
  • Board approval and blacklisting affidavit mandatory

School Allocation & Preference Order

Schools are allocated based on a merit-based match-making process. When multiple qualified applicants compete for the same school, the following priority order applies:

No. Government employees are not eligible for any category.
